Board of Directors

Background and History

In October 1992 the community’s Builder (Rivermead Homes) in compliance with the requirements of Chapter 10 of Title 13.1 of the Code of Virginia filed for the formation of a non-stock, not-for-profit, corporation named “The HAMLETS” Association, Inc.

In November 1994 at the first community Annual Meeting there was an election to transition the Board of Directors from the builder’s representatives (1992-93) to the citizens of the community. The turnout was very high and there were six citizens nominated to elect three Association Directors. The original three elected Directors then met at their first meeting in December 1994 and appointed a President, Vice-President, and Secretary/Treasurer where each year one officer's term will expire on a rotating basis.

The HAMLETS Homeowners Association was originally set-up to be “self-managed” (no management company) and this has been the model since its inception. The operational and business management activities have been performed by the Board.

The Association’s Board of Directors duties are to:

  • Execute and perform all the duties and obligations of the Association as set forth in the Articles of Incorporation, ByLaws, Declaration of Covenants, Conditions and Restrictions; and the Rules & Regulations of The HAMLETS.

  • Fix, levy, collect, and enforce payment of, by any lawful means, all charges or assessments upon Lots pursuant to the terms of the Declaration.

  • Oversee, fund and maintain the Association’s capital reserves.

  • Oversee the management, operational activities, all licensing, taxes, and governmental requirements imposed against the Association.

  • Provide standards and guidance pertaining for the maintenance, preservation, and architectural oversight of all residential Lots.

  • Improve, maintain, and preserve the Common Areas of the Association.
